The number of jobs in blockchain has plummeted by 90% since 2022, dropping from over 100,000 to around 10,000 in early 2025. This dramatic contraction is attributed to regulatory uncertainty, high compliance costs, and a lack of venture capital compared to the US and Asia1. As one industry report from Coincub summarises: “Europe’s high energy costs, slow and outdated regulation, and reliance on bank lending stifle growth and discourage emerging tech sectors. Without swift regulatory reform, bank access solutions, and capital market integration, Europe risks permanent irrelevance in the global crypto and Web3 arena.”
The MiCA Effect
The Markets in Crypto-Assets (MiCA) regulation, intended to harmonise blockchain and crypto rules across the EU, has had a mixed impact. By next month, June 2025, 75% of Europe’s 3,167 virtual asset service providers (VASPs) are expected to lose their registration status due to stricter compliance requirements. Licensing and compliance costs have increased sixfold, from around €10,000 to €60,000, forcing many startups to relocate or shut down according to Coincub’s European crypto report 2025.
Venture funding in European crypto peaked at $5.7 billion in 2022 but has since plummeted by 70%, while the US and Asia have shown signs of recovery. The European Investment Bank notes that the EU accounts for only 7% of global annual equity investments in AI and blockchain, compared to over 80% for the US and China combined; “Companies and governments in Europe are substantially underinvesting in AI and blockchain compared to other leading regions. It has become clear that the European Union struggles to translate its scientific excellence into business application and economic success.”
Blockchain and Data Science: Synergies and Use Cases
Blockchain’s core attributes—immutability, transparency, and decentralisation—directly benefit data science by ensuring data integrity and provenance. In Europe, these technologies are being integrated in several high-impact domains:
- Supply Chain Management: Blockchain enables end-to-end tracking, fraud reduction, and optimisation of logistics, with Germany and Italy at the forefront3.
- Healthcare: Immutable patient records and secure data sharing support advanced analytics and predictive modelling.

Finland’s EUROe, for example, is the only EU-based stablecoin regulated as an electronic money institution, enabling compliant blockchain payments across major networks.

Over two-thirds of European businesses are expected to integrate AI-powered software by the end of 2025, with legal and regulatory sectors seeing adoption rates jump from 17% to 79% in just two years2. However, the benefits are unevenly distributed: while desk-based roles in sectors like legal and accounting are rapidly automating, 80% of Europe’s workforce—those in deskless roles—receive only 1% of enterprise software funding, according to a report in Irishtechnews.
The European Commission’s AI Continent Action Plan, adopted in April 2025, aims to address these disparities by investing €10 billion in AI Factories and €20 billion in AI infrastructure, including the creation of AI Gigafactories and Data Labs to strengthen Europe’s data ecosystem. The plan also seeks to triple the EU’s data centre capacity within seven years and accelerate AI adoption in strategic sectors such as healthcare and public administration.
Challenges: Talent, Regulation, and Market Dynamics
Europe’s blockchain and data science sectors face several structural challenges:
- Talent Drain: Despite nearly 600 universities offering blockchain courses, many graduates seek opportunities in friendlier markets, contributing to a “blockchain brain drain,” in Coincub’s words.
- Regulatory Uncertainty: The lack of clear frameworks for tokenising assets and cross-border transactions hampers innovation.
- Funding Gaps: The EU’s share of global VC investment in blockchain and AI remains low, limiting the scale-up of promising startups.
- Market Fragmentation: The region’s innovation hubs are not sufficiently connected, restricting the flow of talent and funding.

“The EU can build on a leading role in high-quality research and its vast pool of digital talents. But without investment, regions lagging behind in the AI race will probably see diminished global market shares in several industries, from finance and e-commerce to manufacturing and mining.”

Despite headwinds, Europe’s blockchain and data science future is not without promise. The region’s strengths in research, regulatory innovation (such as the European Blockchain Sandbox), and sector-specific applications (from supply chain to retail) provide a foundation for growth. The European Central Bank’s plan to launch a programmable Digital Euro CBDC in October 2025 signals intent to lead in digital finance.
With over 218 million Europeans expected to be crypto users by 2025, according to trading platform Newtrading.io, and the retail blockchain market alone projected to grow rapidly, the potential for data-driven innovation remains strong—if Europe can overcome its regulatory, funding, and talent challenges.

“There’s no question we are in an AI and data revolution… But it’s not as simple as taking all of your data and training a model with it. There’s data security, there’s access permissions, there’s sharing models that we have to honour. These are important concepts, new risks, new challenges, and new concerns that we have to figure out together.”
